Default Changing 98 Civic Fuel Filter

I'm attempting to change the fuel filter on my 98 Civic. This seems like a simple enough task and the filter is very accessible. However I can't seem to loosen either of the nuts on the top or the bottom of the filter to get it off. If I turn any harder the bracket that holds the filter in place is going to break off. Anybody had this problem or have an idea of how to loosen up the nuts? Or is there a trick that I'm not doing? Or am I trying to loosen the wrong nuts? Help...

Those nuts can get stuck pretty good. You just have to make sure the bracket is bolted in, support the filter with your left hand, and try to loosen the nuts. I've rounded them off before and had to use vise grips to get the nuts loose. You might try soaking them in PB blaster but there's really no easy way around it.

use two wrenches, one to hold the filter and the other to loosen the bolt
