Get a 92-95 Hatch and swap in a B18B and turbo it. Since oyu want to save cash this is fairly cheap. With VTEC you have to do a bit of extra work to tune it properly with the turbo.

What body style are you looking to get just out of curiosity? Coupe, sedan, or hatch?

probably coupe, i'm not to hot on the hatch look, and I really don't need a lok of passenger room. I manage my women, so they each get their own one on one time... (I wish)

Ok, so if you're looking at a '96-'98, and you want a coupe, you're limited to an Ex or a Dx. You said you didn't want to spend the money on an Ex, so you're pretty much stuck. Unfortunately, they did not make an Lx coupe in the 6th gen (the Lx has pretty much all the options you would want minus the stronger engine). Unless you are planning a swap, I'd suggest spending the extra money and getting the Ex. Not only will you get a stronger engine, but you'll get all the features too. I don't know about you, but my first car had no power options, and its kind of annoying rolling down all your windows, and having to lock your doors by hand. For the extra thousand or so it will cost you for an Ex, in the end it will be worth it.
