it's an efficency issue, i garentee you that if he moves it to somewhere that isn't sucking in hot air, he will gain AT LEAST 2 tenths in the 1/4

i think it would be pretty damn close, you have to figure that the air coming from the front of the car is going to be about 40-60 degrees cooler than whats getting pulled through the radiator!`
