Oh boy, I'd be surprised if some of those connections aren't wrong.

Ho..ly...hell... What kind of ghetto kid did that. Theyre not even soldered! Twist caps? What the hell...
You sir, have a mess... If I were you Id track down another ex/em1 obd2b harness end, sit down with a GOOD manual, and redo that entire thing and reinstall a proper ecu (you want a p2t)...even just for cosmetic's sake.
The fact that the ecu isnt chipped, only adds to the problem.

If you want to spend the money to have the ecu chipped, go ahead. You could also attempt to trade it for a p30 (which will run the b16 perfectly).
But if it were me, Id sell the p28 and use the profits to buy a p2t and harness ends to redo it and start the hell over.

Jesus what a mess..........

And a proper OBD2 to OBD1 conversion harness. I don't know what that guy was smoking to completely jack up the factory harness when you can buy a conversion harness for less than $70 and not have to do any cutting, soldering, (or twisting) and keep the factory harness and connectors intact.
