Tint is one of the big things on your car. If I were you, I would get the tint that is silver (almost mirror) and fades to regular tint, since your car is silver it wont look bad at all. ( What is that tint called ? Anyone know what I am talking about? )
As for the front bumber, if the law in cali says that you dont have to have a front lisence plate, I would sand down the holes that hold it on, patch them with some filler, and get the bumper re-painted.
Also, how bad (deep) is the scratch in the headlight? If its not to deep you can wet sand it and buff it out with some polishing compound, and then put a nice coat of wax (for plastics) on it and it will look better than new.
P.S. I will be moving to San Diego in October for school. So keep posting on the board, and maybe we can check out each others ideas when I get down there.

Get sum normal black tint darkest the state allows.
Lower the car, since your car isnt fast you dont have go extremely expensive. I would drop it 2 inches, but if your looking for an expensive drop i beleave you can drop it and inch and a half on stock shocks without any camber problems (correct me if i am wrong)
16 inch rim would look clean, check out Rota(nice look resonably priced) i would go with a black or gunmetal or black/gunmetal w/ polished lip, slipstreams get the job done, the c8s are nice(rather popular)
tires: your not gonna need anything crazy its all about how you wanna spend and how aggressive you want your tred pattern to look. on a 16 inch rim I think you should be good with a 215/50
If your gonna paint the bumper you and you want your car to have more aggressive look, check out sum lip kits (not bodykits) lip kits and get that painted at the same time (you could also have your moldings/mirrors/doorhandles color matched too)
Headlights, black housing
if you got some money CF hood and CF trunk is deffenantly "GANGSTA" statis
As for your interior i wouldnt do much its prob grey so you will have trouble matching seats(only advise for interior keep it as clean and stock as possible, maybe JDM cluster, JDM shift boot, Shift knob) (dont paint or seatbelt cover anything) (stock and clean) if your interior is black throw sum leather gsr seats in there
Motor.......Change oil regular basis, dont waste your money on motor mods you will not see significent difference unless you do a swap.
If your gonna do exhuast for a look or sum sound, apexi world sport....... its quet and a clean look........ or you can be cheep and just buy a canister(but make sure when you go to the muffler shop to have it installed that its not tilted down....i kno you all have seen sum cars with that shit angled down)
Sounds..... go to a best buy or a car audio store and see whats the latest and or in your price range
these arent in any order but if it was me i would start with the drop and or rims and tires
those are just suggestions and my only advise to you is focus on one thing at a time and eventually it will all come together, and try to do things RIGHT and ONCE (dont buy things twice, if there are a set of rims you want but are a lil more expensive dont buy sum cheep rims for temperory statis, just save and get the ones you want and are gonna be happy with)
