Personally, a Z6 short block with a Y8 head is the ideal setup for the Turbo SOHC community....

Doubtful. It's not as powerful as larger SOHC engines, and not as efficient as smaller ones. Once again, it depends on your personal definition of "best." I myself feel the Mazda F2 is a better single cam engine then the D16Z6, and the F2 isn't anything special in itself.
