Well, I know European cars (notice my sig) from Europe have manual headlight levelers so you can compensate for the load in the car and not blind oncoming drivers. That's what that switch appears to be for.
Now, in the US, if there are light levelers, they're automatic. Mine on my A4, once I turn on my headlights, sense the load in the car and auto level themselves. The ones in Europe, you have to do manually. Where is your car from?
I know it's a Civic, I have one. The controls for the sunroof are to the left of the steering column where the dimmer thingie is. That is a headlight icon on that switch.
