OK, I confess that I do not know about the Honda after market very much. I am a VW/Audi guy, that's all I have ever driven.
Conceptually, if you add an after market intake and plum the piping to the outside using a relatively straigt path from the actual intake of the air to the airbox, as you build up speed, one would hope that there would be some some positive pressure buildup of the air which will cause the car to perform a little better. Let's not forget the basics, air + fuel = horsepower (in a roundabout way). So More Air + More Fuel = More Horsepower. To a certain degree, the ECU can compensate for the additional air and add additional fuel, which will equal more horsepower and lead the butt dyno to feel that the car is performing better.
It is not impossible to get some sort of gain from an after market intake. You usually do not get what the vendors claim you get, that's all.

It's a lot easier when you take the bumper cover off. You don't need to take off the fender.
To remove bumper cover:
1) pop the hood and remove all the 1/2" black plastic clips by using a flat head screw driver to pop up the center. This will release the outer ring and you can pull the whole thing out.
2) remove the 3 bolts attaching the bottom of the bumper cover to the splash shield with a 10mm socket wrench
3) remove the 2 screws (1 on each side) at the pointed side ends of the bumper at the wheel well which connects to the fender.
Then pull the bumper cover straight forwards carefully.
