You do need an alignment everytime you change something on your suspension. Lower or raise the car, adjusting camber, etc....
The feathering is usually from too much toe (either out or in). In my opinion if you ask for 0 toe front and back you get better wear and better turn-in without sacrificing skitterish steering. Most tire wear comes from toe not camber.

Also, I see you've got Kumho's. You can't really rotate a directional tire like that and that will also cause wear since you can't really balance them out by swapping sides and locations. Swtiching them front to back once a while might help slightly.

Even if the tires is really worn down it's still going to give an accurate alignment reading on the rack. Tire wear does not affect your alignment reading. Now a bad alignment will wear your tires bad.

Well, I got an alignment done today.
Here's the specs.
The front was fine so I'll just leave that out.
Rear
Left
Camber
Actual -1.8 deg
Before -1.8deg
Specified Range -2.0deg to 0.0deg
Toe
Actual 0.09"
Before 0.07"
Specified Range 0.02" to 0.08"
Right
Camber
Actual -1.7 deg
Before -1.7 deg
Specified Range -2.0deg to 0.0deg
Toe
Actual 0.08"
Before 0.10"
Specified Range 0.02" to 0.08"
Total Toe
Actual 0.17"
Before 0.17"

They said since it was so close to being within spec, they just left it. I was kinda :eh: but it saved me $25 as they just checked the alignment and didn't adjust. Total bill: $26.70
