If you want to feel a difference, do intake, header and exhaust when its time to replace your exhaust...best bet if you are on a budget, is replace parts with better parts when they need to be changed!

that's the plan here....so far have the short ram, muffler (will have custom pipes installed when my headers get in). looking for turbo piece by piece now....

But seriously, intake/exhaust mods only give you a few hp here and there. The real gains take $$. I don't have much $$ either (my kid is in private school); I feel your pain.
Someone mentioned taking weight out. That's excellent if you can find enough stuff to remove, and how far you are willing to go with it. The back seat, A/C (if you hardly use it), speaker box, install fiberglass front buckets. An old drag racer once told me that as general rule of thumb, you might shave .1 in the 1/4 for every 100 lbs. you take out. Smaller O.D. tires (low profile) will pep it up a little. You could trade for another car if you are on a budget...maybe start out with more hp.
