some of that stuff is just stupid.. i mean for what reason should it be illeagl to put a truck motor in a car.. or an older motor into a car..
it really just doesn't make sence. It's not like your hurting anyone by doing it or bothering anyone else. Thing like extremly loud ecaust is an annoyance to people & i could see where rusted cars would downgrade the aparence of a community.. or smog isn't good for the atmosphere but these people who are making the laws need to wake up & sniff their nitrous coz some of the laws that they have made just arn't making sence as to a "why" stand point!
just blerting out my 0.02 on that.. sry if i've offended anyone

i dont know about some stuff, this post may make some people confused...
the b20 is capable of passing smog in a civic as long as the motor is the same year or newer (my friend has it in his del sol and passes all the time)...JDM motor well iunno about all of them but i know some people that pass with jdm motors also, and they also tell me that the motor is the same year or newer...And yes this is in california...iunno if their either lying to me, or its possible...is there a website or something i can look into that actually shows proof of what and what not to do about motor swaps...

I actually called the BAR referee station here in Sacramento, i got it from the horse's mouth. In California the bureau of automotive repair (BAR) controls the smog part of the state. It's part of the dept. of consumer affairs. I don't remember where I wrote the number but it took like a half hour to get the local referee station number and then another 15 mins. to get a "Technician" on the phone. I think I had to call around 8 places before I was talking to the right person. I hate calling anything run by the state government.
What he said exactly was, you can put a motor into a car only if it was offered in the U.S. market because when you get the sticker approving your swap the next smog it gets will be under that engine. I.E. you swap a GSR motor into a civic, BAR considers the car to now be a GSR and it is smogged as such.
You cannot go backwards with a motor, say putting in a pre 96 obd1 motor into a 96-up car because then you would be defeating the smog on that car. Obd2 cars are a lot cleaner than the obd1 cars and the computers are way better at fuel/air control, misfire monitering ,etc...
You cannot do a "JDM" swap because if it never came in a US model car they have no model to base the sticker off of, see example above.. Now that being said Honda's are different because the engines look the same but have more power from the JDM market and the seem to sneak by at the referee. They don't get the whole engine number deal most of the time.
The whole CRV engine deal that previously was posted as being illegal sounds like a rumor or somebody didn't know what they were talking about. You can swap it in no problem. If I'm wrong please correct me this would be new to me, I have seen B20's in civic's with a BAR sticker in the door jam for the engine swap.
I hope this got rid of some of the confusion, i suggest calling them before any swap if unsure that way your not crying at the ref. station cause you got no sticker.

I agree, it's a big money maker for california to hassle us all. I think tree huggers and government do not mix. In oregon, some county's have no smog. i have a friend who works for an Acura dealer up there who sees swaps daily with no carb numbers. He says if you have smog it's like 10 bucks and is just a two speed idle test, no dyno.
He says if you own a 96-up they don't even sniff it, they plug in a scanner to the car and that's it. if there are no codes bye bye.
You think it's bad now, wait a couple years. Our state that is in a big budget crisis is going to spend millions to install air moniters under overpasses to bust ppl at random for being over the limit on emissions as we drive them! They will send us mail telling us to repair the car or they will shut down the computer so it will not start. This is what the guy told me in on the drawing board right now for the newer OBD3 wave of regulation coming soon.

here in CO, they have mobile emissions stations... they park a van on the side of the road and diagnose your exhaust as you drive by... but I think they just send you a friendly "hey, your car isn't healthy." letter, rather than fining you.
If the state had the power to shut down my car, I would revolt.

they have that here too, they make you pull over (CHP)kinda like a dui checkpoint and then they mobil test the car. It's bullshit. They tryed that once with me on my way home from work and i told them i was late to pick up my kids so they let me go..
I have no kids, hehe. i didn't want them busting my Mugen header for no carb number.
