Projector housings really do an excellent job of putting the light where you need it, and minimizing it where you don't, provided you have a bulb that puts out a good amount of light w/ a good beam pattern (as 9006 and 9005 bulbs do, which is what Integras use).
Tony the Tiger retrofitted Audi HID projectors into his stock Camry headlights, which have fluted prismatic lenses. They seemed to work well, but those headlights also have separate high and low beams, so he was able to retain the high beams. If you put Audi projectors or the like inside Civic headlights, you won't have high beam capability, which means you would not pass inspection if it is required in your city or state.

If the capsule was designed correctly with the arc the correct distance back from the cutoff shield, the beam pattern might actually be better than with halogen H3 bulbs, but who knows if engineers who made these capsules took the time to do this.
If you really want the BEST light output, you will need to hack open a set of projectors and try to retrofit in something like Audi S4 HID projectors. That's probably big $$$$ though.

use a bi-xenon projector if you're worried about not passing
