a) my plan right now is to swap in a B16a2, hondata EMS, 3 inch downpipe and exhaust, new injectors and fuel pump, intake and a 50 shot nitrous and the guys at auto addiction said they could tune the shit outa it and itd be nice and fast.

2. Downpipe on an N/A car = downpipe

b) so would rebuilding the D series engine, high compression pistons, full turbo with intercooler, new injectors and fuel pump, EMS, and exhaust be a better rout?

Higher Compression Pistons on Turbo = Potential Gernade (without enough fuel and proper tuning)
Do you even know what you want to do? It really doesn't sound like you know what to do. Maybe you should think about what you want your car to do.

However it's not marketed as Hondata EMS, it's marketed as 2,4, or S200, S400. Not as EMS, when I hear EMS, I think AEM. I know both products do the same thing but they aren't the same thing.
